Building Permission in Hyderabad: GHMC, HMDA & TS-bPASS Explained

Most delays in Hyderabad house construction happen before a single brick is laid. This guide walks through exactly which approval route applies to your plot, what documents you need, what it costs and how long each stage realistically takes.

Which approval route applies to your plot

Telangana runs building approvals through the TS-bPASS portal. Plots up to 75 sq yards with ground-plus-one construction qualify for instant registration — you self-certify, pay a nominal fee and receive the permission immediately.

Plots between 75 and 600 sq yards with height up to 10 metres go through instant approval, where the system issues permission on submission but the drawings remain subject to inspection. Anything larger, or taller, goes through the full single-window approval with municipal scrutiny.

If your plot sits in an HMDA layout outside GHMC limits, the approval is issued by HMDA or the relevant municipality, and layout regularisation status matters — an unapproved layout will stall the application.

Documents you will be asked for

Sale deed and link documents, latest encumbrance certificate, property tax receipt, pattadar passbook where applicable, approved layout copy, site plan and building drawings signed by a licensed technical person, structural stability certificate, and mortgage deed for the reserved area on larger plots.

Missing link documents on inherited or partitioned plots are the single most common reason an application is returned in Hyderabad. Sort the title chain before you start.

Setbacks, height and parking

Setbacks scale with plot size and building height. A typical 200 sq yard plot with G+1 needs front, rear and side setbacks that consume meaningful buildable area, so design the structure after confirming setbacks, not before.

Parking provision is mandatory for most residential buildings above the smallest category, and stilt parking is usually the practical answer. Buildings above 15 metres attract fire NOC requirements and a separate approval track.

Costs and realistic timelines

Budget for permission fees, betterment charges, labour cess and the licensed technical person's fee. Together these commonly total 1.5–3% of construction cost, more on larger plots.

Instant registration is same-day. Instant approval is typically a few working days. Full single-window scrutiny runs 3–8 weeks in practice, longer if documents are queried. Plan your construction start date from the approval date, not from the application date.

Occupancy certificate — do not skip it

The occupancy certificate is what makes your completed building legal. Without it you can face difficulty with utility connections, resale, home loan transfer and property tax assessment.

Apply after completion with the completion drawings and photographs. If the built structure deviates from the sanctioned plan, the deviation must be within permissible limits or regularised first — which is why deviating 'a little' during construction is an expensive habit.
